Role Purpose
The Monitoring and Evaluation (M&E) Manager is responsible for ensuring high-quality data collection, collation, analysis, and reporting to funders. This role provides leadership and capacity building to programme implementation, data management, and reporting teams, ensuring accurate and timely data-driven decision-making.
Key Responsibilities
Data Management and Reporting
- Oversee all aspects of programme monitoring and evaluation.
- Manage routine data collection and collation using funder-approved tools and systems.
- Produce timely, high-quality reports aligned with funder requirements.
- Coordinate data repository submissions into Anova Hub monthly.
- Generate monthly performance reports against targets for programme management.
Data Quality Assurance
- Conduct weekly, monthly, and quarterly data quality audits (DQAs) with programme teams and implement corrective measures.
- Participate in quality assurance activities and data review meetings with funders, DOH, and other stakeholders.
- Identify areas for data quality improvement and capacity building based on approved DQI frameworks.
- Collaborate with Technical Advisory teams to strengthen data practices.
Team Leadership and Supervision
- Supervise day-to-day activities of M&E officers.
- Provide coaching on indicators and data management processes.
- Ensure POPIA compliance and confidentiality in all data handling.
- Support the co-creation of narrative and analytical reports for programme review.
Minimum Qualifications and Experience
- Degree in Monitoring & Evaluation, Computer Science, Information Systems, Data Management, Public Health, Health Informatics, Statistics, or Mathematics.
- Minimum of 5 years’ experience in Global Fund/PEPFAR donor-funded HIV/TB or related health programmes.
- Strong experience with health indicators, data quality assurance, and reporting to DOH and funders.
- Familiarity with data systems such as DHIS, Tier.NET, ETR.NET, DATIM, or similar reporting platforms.
- Experience in M&E capacity building for facility-level data teams.

- Familiarity with South African public-sector health information systems, clinical stationery, DQA processes, and data feedback mechanisms.
- Proficient with TIER.Net, DHIS, and related health data systems.
