Main Purpose of the Role
The Linkage Officer / Health and Wellness Counsellor provides high-quality HIV Testing Services (HTS) during outreach, ensuring adherence to national guidelines. The role delivers counselling, psychosocial support, and risk reduction education, guides HIV-positive clients to initiate treatment, traces clients for linkage and retention, manages HTS logistics, and ensures accurate data collection and reporting.
Key Responsibilities
HIV Counselling and Testing (HTS)
- Provide client-centred, integrated HTS during outreach in line with National Department of Health guidelines
- Deliver holistic counselling and psychosocial support in collaboration with the Professional Nurse
- Obtain informed written consent for HIV testing, TB, and STI screening
- Navigate HIV-positive clients to the nearest health facilities and ensure initiation on ART
- Perform Internal Quality Control (IQC) and maintain accurate records per SOP
- Adhere to HTS, infection control, and waste management protocols
HTS Field Logistics
- Ensure availability and proper storage of HTS supplies during outreach
- Prevent misuse of company resources and maintain cooler box storage for test kits
- Support supply management and monitor temperature control of testing kits
- Trace and link ART and OST clients to care
- Support viral load tracking in line with 95-95-95 targets
- Assist with loading, unloading, and collection of outreach materials
Data Collection and Reporting
- Capture and report accurate HTS data daily
- Address data queries within 24 hours
- Monitor HTS data to ensure targets are met
- Record client data in the DoH HTS register
Project Support and Administrative Duties
- Complete delegated administrative tasks efficiently
- Maintain professional conduct and build strong relationships with health facilities for client linkage
- Support project reporting, planning, and monitoring activities
HIV Prevention and Personal Development
- Distribute condoms and provide HIV prevention education to peers and peer educators
- Participate in trainings, workshops, and team briefings
- Attend staff meetings and accept additional responsibilities as delegated
Transport and Logistics
- Adhere to the National Road Traffic Act and Anova vehicle SOPs
- Drive self and team to work sites as required
- Submit weekly vehicle inspection checklists and incident reports
Qualifications and Experience
- Matric qualification
- Certificates in HIV Counselling and Testing and finger-pricking
- Valid driver’s license
- Minimum 2 years’ experience in HTS or HIV/public health services
- Data management and reporting skills
- Computer literacy (MS Outlook, Word, Excel, PowerPoint)
- Strong communication skills, including proficiency in local languages
- Innovative, organised, analytical, with strong data interpretation skills
